The objectives of the Project were as follows: 1) to formulate a comprehensive urban transport plan targeting 2035; 2) to formulate the implementation plan of priority projects; and 3) to promote the transfer of technology to Cambodian counterparts through the Project in line with the R/D. The Project covered the whole administrative area of Phnom Penh Capital City, which encompasses 678 km²
