The RGC through the Council for Agricultural and Rural Development (CARD), together with line ministries, relevant stakeholders and development partners, developed this National Social Protection Strategy (NSPS). The strategy is based on a country‐specific contextual analysis, and the Government aims it to contribute not only to the rehabilitation and stability of the economy in the near future, but also to the enhancement of human capital indicators, including those on education, health and livelihood development, towards the longer‐term achievement of the Cambodia Millennium Development Goals (CMDGs) in 2015.
