In the 1920’s Ernest Hébrard became involved with extending Phnom Penh. In 1925, the architect and town-planner, who was already working on projects in Hanoi and Saigon, drew up modernization plans, under the responsibility of Indochina Architecture and Town Planning Service (Service de l‘architecture et de l’urbanisme de l’Indochine), of which he headed.
