This implementation strategy, developed by the World Bank, discusses constraints to broad-based growth in the water sector (particularly the urban water sector). The report highlights e two major challenges facing the sector: building capacity at all levels of stakeholders involved and streamlining the funding and regulatory mechanisms applicable to the sector as well as the incentives for better management and increased efficiency.
