This chapter presents the factors in Cambodia’s recent history that contributed to the current housing situation of the urban poor in Phnom Penh and elsewhere. It describes the work of NGOs, the United Nations (UN) and bilateral agencies to improve the living conditions of the urban poor and to develop a national housing policy. The second part of the chapter traces the aftermath of the Boeung Kak Lake case which led to the introduction of several government measures that could improve the living conditions of the urban poor.
